Sustainable Supply Chain
The Gazprom Group’s procurement system relies on the following principles:
- Catering to all Gazprom Group’s needs for goods, works, and services in full and in due time, and identifying a supplier (contractor) capable of meeting the customer’s needs in a timely and quality manner, and in line with the required indicators of price, quality, and reliability;
- Safe operation of hazardous UGSS production facilities;
- Information transparency of procurement;
- Equality, fairness, zero discrimination or unreasonable restrictions on competition among bidders;
- Targeted and economically efficient spending;
- Stimulation of competitive environment.
Gazprom’s procurement activities mainly seek to cater, in a timely manner, to all the Group’s needs for goods, works, and services taking into account their price, quality, and reliability.
The Gazprom Group’s unified procurement policy, in accordance with the principles set forth in the Regulation on Procurement of Goods, Works, and Services by PJSC Gazprom and the Gazprom Group Entities, is implemented within PJSC Gazprom by the Central Procurement Office of the Gazprom Group.
The Group’s Central Procurement Office is responsible for:
- planning and conducting procurements at the Gazprom Group;
- providing methodological guidance to the Gazprom Group and exercising control over its procurement activities;
- maintaining the Gazprom Group’s Register of Potential Bidders following their pre-qualification;
- performing the coordinator role within the INTERGAZSERT voluntary certification system;
- maintaining the Unified Register of Material and Technical Resources Admitted for Use at the Facilities of PJSC Gazprom and Compliant with the Requirements of PJSC Gazprom.
The Gazprom Group has put in place the Automated Electronic Procurement System (AEPS)AEPS: https://zakupki.gazprom.ru/, covering the entire procurement cycle, from needs planning to signing and executing contracts.
As regards electronic procurement, the Group employs the Electronic Trading Platform of Gazprombank (ETP GPB)ETP GPB’s section of the Gazprom Group’s procurements at: https://etpgpb.ru/pao_gazprom/ integrated with the Unified Information System (UIS) for public and municipal procurement of goods, works, and services (www.zakupki.gov.ru), and with the AEPS.
Supplier requirements are set in accordance with Russian laws and the Regulation on Procurement. Procurement documentation specifies bidder requirements as well as customer-defined safety requirements, and requirements under applicable technical regulations in line with Russian laws.
From 2025, requirements for bidders and their products reflect measures restricting the application of the national treatment regimeApproved by the Russian Government’s Decree No. 1875 dated December 23, 2024..
The documentation used in the procurement processAccording to the Regulation on Procurement at: https://zakupki.gazprom.ru/reestr_mtr/index.html may require that the bidders should offer products included in the Unified Register of Material and Technical Resources Admitted for Use at the Facilities of PJSC Gazprom and Compliant with the Requirements of PJSC GazpromPJSC Gazprom’s Unified Register of Material and Technical Resources at: https://www.gazprom.ru/tenders/requirements-for-goods/ and that a relevant provision is stated in the draft agreement. The Unified Register of Material and Technical Resources contains more than 2,327 entries from 508 industrial enterprises, with over 615 new entries made in 2025 from 105 manufacturers newly included in the Unified Register.
PJSC Gazprom prequalifies its suppliers (contractors, service providers) to be added to the Gazprom Group’s Register of Potential Bidders if their goods, works, and services meet corporate requirements applicable to processes, quality, and safety. Bidders that have submitted applications for participation in the pre-qualification are evaluated as regards their legal capacity, solvency, business reputation, availability of qualified personnel, materials and equipment, compliance with standards and legal requirements, including those related to occupational health, environmental, industrial and fire safety.
In 2025, PJSC Gazprom announced 21 pre-qualification procedures, covering over 870 types of works and services. The Company received 658 applications and added 353 new participants to the Register, capable of performing specific types of works, providing specific types of services, and supplying specific goods in line with established requirements for production processes, quality, and safety of goods, works, and services.
As of December 31, 2025, the Gazprom Group’s Register of Potential Bidders included 1,211 pre-qualified participants, including 819 SMEs.
To execute contracts concluded following price-list procurement, the Gazprom Markethttps://gazprom.market/; etp.gpb.ru platform is used. Today, 609 organizations are registered on Gazprom Market, with their bids recognized as the best following price-list procurement. 237 new organizations joined in 2025.
In 2025, the Gazprom Group continued building out its ecosystem for interactions with potential counterparties:
- the Counterparty Portal, a digital platform for counterparty participation in the Gazprom Group’s business processes, which enables any market player to introduce itself and register in PJSC Gazprom’s AEPS (https://asez.zakupki.gazprom.ru/), gained expanded functionality;
- new 2025 legislative requirements on the national treatment regime and protective procurement measures were implemented, covering prohibitions and restrictions on foreign goods, works, and services, preferences for Russian-origin goods, and minimum mandatory procurement shares.

Openness to dialog
PJSC Gazprom’s annual Supplier Day was held in Kazan as part of the Tatarstan Petrochemical Forum in the reporting year. More than 1,500 suppliers from Tatarstan actively work with Gazprom Group entities.
A further Supplier Day was held in Tyumen as part of the Industrial and Energy Forum TNF 2025. More than 3,500 suppliers from the Tyumen Region, Khanty-Mansi Autonomous Area, and Yamalo-Nenets Autonomous Area are Gazprom Group counterparties; Gazprom’s contracts with Tyumen Region enterprises over the past two years totaled RUB 146 billion.
At the 2025 St. Petersburg International Gas Forum, an exhibition stand was organized titled “Services and Tools Supporting the Unified Procurement Cycle — from Supplier Selection to Facility Commissioning”.

Risk management measures in procurement
The Gazprom Group manages procurement risks through mechanisms for preventing and avoiding such violations, including those embedded in its by-laws. The Group uses competitive procedures for contractor selection, conducts market research and screens initial (maximum) prices of goods, works, and services (contract prices).

Digital Transformation of Procurement
In 2025, the Gazprom Group continued to improve its digital procurement processes and streamline counterparty interactions.
Digitization of procurement rules
A modular methodology system was deployed as a digital tool on the Unified Methodological Procurement Portal of Gazprom Group Entities, an interactive digital platform. The system digitizes all procurement rules and simplifies their retrieval and application to specific procurement conditions.
Development of AEPS 2.0
Work continued in the reporting year on the import-independent AEPS of PJSC Gazprom and the implementation of the Digital Transformation Strategy in line with applicable legal requirementsOrder No. 21 of the Ministry of Digital Development, Communications and Mass Media dated January 18, 2023 On Approving the Methodological Recommendations for the Transition to the Use of Russian Software, Including at Significant Facilities of the Critical Information Infrastructure of the Russian Federation, and on Implementing Measures to Accelerate the Transition of State Authorities and Organizations to Russian Software.Russian Government’s Directives No. 3438p-P13 dated April 14, 2021.. Key milestones included:
- receipt of a state registration certificate for the computer program titled “Automated Electronic Procurement System of PJSC Gazprom”;
- implementation of functionality for approving planned procurements by the relevant departments of PJSC Gazprom;
- rollout of a standard procurement solution for certain Gazprom Group subholding companies.
Transition to digital product certification
The second phase of the transition to digital voluntary certification for counterparties was completed in the reporting year. The Quality Management System Certification and Business Reputation Assessment modules of the INTERGAZSERT Digital Product Certification subsystem were launched, creating a unified information environment for all system participants and ensuring transparent, controlled completion of certification procedures. The modules significantly reduce paperwork and accelerate certification procedures.
Expansion of the Gazprom Group’s Counterparty Portal
New functionality includes:
- a Contracts section enabling counterparties to track contracts with the Gazprom Group and monitor their execution;
- a Pre-Qualification section enabling participants to track the progress of their applications;
- personal accounts for regional executive authorities coordinating industrial policy, enabling them to monitor organizations’ import substitution proposals.
