Accident Prevention
Three comprehensive programs are in place to reduce the accident rate at Gazprom’s production facilities:
- Comprehensive Program for Reconstruction and Re-Equipment of Gas Production Facilities for 2025–2029Approved by resolution of the Management Committee of PJSC Gazprom No. 38 dated September 12, 2024.;
- Comprehensive Program for Reconstruction and Re-Equipment of Gas and Liquid Hydrocarbon Processing Facilities for 2024–2028Approved by resolution of the Management Committee of PJSC Gazprom No. 52 dated December 7, 2023.;
- Comprehensive Program for Reconstruction and Re-Equipment of Gas Transportation Facilities for 2025–2029Approved by resolution of the Management Committee of PJSC Gazprom No. 41 dated October 17, 2024..
PJSC Gazprom drafts and updates local regulations to improve process control and equipment diagnostics. Additionally, a Gazprom Group corporate standardCorporate standard STO Gazprom 18000.2-010-2020 Integrated System of Process Safety Management. Ensuring Preparedness for Emergencies at the Gazprom Group. sets out requirements for training employees in how to respond to potential incidents at HIFs, including requirements for emergency response drills (comprehensive, group, and individual) and assessing their efficiency.
A multi‑stage system controls the quality of technical devices and equipment used at Gazprom’s HIFs. It comprises: audits of manufacturer production sites; product evaluation using the voluntary INTERGAZSERT certification system; verification of equipment conformity with PJSC Gazprom’s technical requirements, followed by inclusion in the Unified Register of Material and Technical Resources; and incoming inspection to reject products that fail to meet regulatory and technical standards.
In 2025, amendments to federal laws on organizing and conducting industrial safety management system auditsFederal Law No. 637-FZ On Amending the Federal Law On Industrial Safety of Hazardous Industrial Facilities and Certain Legislative Acts of the Russian Federation dated December 25, 2023. for Class 1In accordance with the amendments to Article 11 of Federal Law No. 116-FZ dated July 21, 1997, which took effect on September 1, 2025. HIFs came into force. PJSC Gazprom actively contributed to shaping the audit methodologiesSafety Guide “Conducting an Audit of the Industrial Safety Management System in Organizations Operating Hazardous Industrial Facilities,” approved by Order of Rostekhnadzor No. 318 dated September 12, 2025., including during meetings of Rostekhnadzor’s Scientific and Technical Council. The Company launched a comprehensive initiative to align its corporate procedures with the updated regulations: it established principles and approaches for auditing the process safety management system, embedded the new requirements into the existing ISPSM audit process, and integrated them into multi‑level corporate control procedures.
The activities carried out during the reporting year to manage operational risks associated with accidents and equipment failures kept the level of risks within an acceptable range for PJSC Gazprom. The main causes of accidents in 2025 were loss of containment of gas pipelines due to corrosion and equipment damage.

Following the investigation of accidents and incidents and review of their root causes, the Company drafted and put in place a mitigation plan. Each PJSC Gazprom subsidiary and entity has an approved accident response plan. The plan provides for various accident breakout and development scenarios and interaction procedures while also allocating sufficient task force, materials and equipment, funds, and engineering resources.
All structural units of the Company’s subsidiaries and entities regularly conduct various types of training and drills (comprehensive, group, and individual). These include training and drills on implementing the action plan for containing and eliminating consequences of accidents at HIFsIn accordance with Section 7 of STO Gazprom 18000.1-010-2020 Integrated System of Process Safety Management. Remote Industrial Safety Monitoring
The Gazprom Group is piloting a remote industrial safety monitoring systemThe project is being implemented pursuant to Russian Government Resolution No. 2415 and agreements between Rostekhnadzor and PJSC Gazprom’s subsidiaries and entities. to detect early signs of incidents and prevent accidents at HIFs. In 2025, the project saw a concept developed and hardware and software fully implemented for the three‑level HIF remote monitoring system. This solution won the Oil and Gas 5.0 award for effective digital projects in the Industrial Safety category at the St. Petersburg International Gas Forum.
Fire Safety
To prevent fires at the Gazprom Group’s facilities, the Fire Safety Organizational and Technological Activities Plan was introducedApproved by order No. 03-334 of Vitaly Markelov, Deputy Chairman of the Management Committee – Head of Department at PJSC Gazprom, dated December 4, 2024.. It involves stringent control over the condition of fire protection systems, fire safety prevention efforts, and comprehensive fire drills for personnel.
In 2025, the following fire safety measures were implemented at PJSC Gazprom:
- development and adoption of measures to reduce the number of fires and accidents at the Company’s facilities;
- improvement of corporate control and preventive efforts in the area of fire safety;
- monitoring of the condition of fire safety systems;
- ensuring fire safety at PJSC Gazprom’s facilities located in forests or areas adjacent to forests;
- conducting comprehensive emergency response drills at PJSC Gazprom’s facilities.
- training personnel in fire safety in accordance with amendments to Russian laws;
- improving the performance and readiness of the in-house fire-fighting units of PJSC Gazprom.

In 2025, the number of fires at PJSC Gazprom’s facilities rose by a third, with four fires occurring at infrastructure sites. The causes were electrical equipment faults and fuel system malfunctions in auxiliary vehicle equipment. One person suffered injuries in the fires.

Sergey Cherenkov is responsible for the security of the Astrakhan Gas Processing Plant. He was directly involved in creating a layered defense system and forming a joint task force of security personnel and resources from PJSC Gazprom’s corporate security service and the Russian Ministry of Defense at the facility.
Under his leadership, an effective response system was established to counter threats posed by aerial attack assets. As a result, several attacks were repelled, and dozens of unmanned aerial vehicles were shot down, preventing a shutdown of the production process and avoiding significant damage.
