Civil Defense

Managing the civil defense system and its subsystems on the corporate level is the responsibility of the Chairman of PJSC Gazprom’s Management Committee. The civil defense systems at PJSC Gazprom’s subsidiaries and entities are managed by the executives of relevant subsidiaries and entities.

In 2025, the Gazprom Group expanded its inventory of civil defense protection structures and made sure those were aligned with respective engineering and design regulations. Measures were taken to improve readiness of governance bodies and communication and alerting systems to remain fully operational in case of natural and man-made emergencies.

Efforts continued to replace obsolete and expired personal protective equipment with cutting-edge alternatives made in Russia. Measures were implemented to further train the Gas Emergency System task force personnel and improve its equipment and supplies. Monitoring systems were improved to enhance safe operation of HIFs and to ensure protection of the lives and health of employees and local residents. Steps were taken to further train emergency rescue teams and improve access to necessary tools and equipment.

Constant equipment condition monitoring, prompt diagnostics, timely current and capital repairs, pipeline and equipment reconstruction, and high operational and technological discipline among employees all reduce accidents. Certain Gazprom Group entities have succeeded in ensuring accident‑free operation of their process facilities for several consecutive years.

In the reporting year, the number of the Gazprom Group’s tactic drills, facility-based training sessions and tabletop exercises went up by 4.8%, driven by a broader range of topics and the introduction of unscheduled and surprise drills and exercises. Fluctuations in the number of civil defense officials who completed various emergency training programs and in the total number of trained Gazprom Group employees stem from the periodic nature of training cycles.

In 2025, the administrative fines paid for failures to comply with civil defense and emergency protection procedures amounted to RUB 97,000, which is 77% less than in 2024. No non-financial sanctions were imposed on the Gazprom Group entities in connection with civil defense and emergency protection. This was due to strict compliance with violation rectification orders for public and territorial emergency protection.

The Gazprom Group’s civil defense and emergency protection activities in the reporting year followed the 2025 Key Action Plan of PJSC Gazprom’s Corporate Civil Defense SystemApproved by order No. 03-346 on December 12, 2024.. Key activities included updating the Company’s main civil defense and emergency planning documents on an annual basis, as well as drafting and approving a new Emergency Prevention and Response Action PlanPursuant to GOST 22.2.14-2013 Safety in Emergencies. Later in 2025, the Russian Ministry of Emergency Situations and other government authorities ran tabletop civil defense exercises. A total of 74,912 Gazprom Group employees participated, supported by 85 volunteer emergency response teams and 1,366 volunteer civil defense teams, as well as 716 vehicles, machinery and equipment units.
