Advancing the NGV Fuel Market
Use of natural gas as an NGV fuel helps bolster public health, mitigate the environmental impact by choosing an eco-friendly gas fuel, and reduce refueling expenses for car owners thanks to more attractive prices.
As motor fuel, natural gas is used in two forms: compressed and liquefied.
Compressed natural gas (CNG) is sold through CNG filling stations, where it is treated, dried, pressurized in a compressor, and sent to a vehicle’s tank at a pressure of 200 atm.
Key consumers of CNG are passenger vehicles, light trucks, light-duty vehicles and municipal service vehicles.
Liquefied natural gas (LNG) is natural gas cooled down to –161.5 °С. Upon cooling, gas takes liquid form, with its volume reduced 600 times. LNG is transported and stored in cryogenic tanks and sold to consumers via cryogenic filling stations or CNG filling stations with cryogenic equipment.
Key consumers of LNG are long-distance motor vehicles, railways, water transport, and quarry and agricultural machines.
NGV advantages over traditional automotive fuels
Environmental benefits
Specific GHG emissions from NGV fuel are 1.7 times lower than for diesel, and 2 times lower than for gasoline (throughout the entire fuel life cycle, from extraction to production). Emissions of toxic substances from NGV fuel are significantly lower. For example, carbon oxide emissions are 30% lower compared to diesel. Using NGV fuel instead of petroleum fuels reduces nitrogen oxide and hydrocarbon emissions, decreases smoke pollution, and eliminates soot generation typical of diesel engines.
Economic benefits
The price of natural gas as a motor fuel is typically less than 50% of the price of diesel fuel sold in the region. The cost per kilometer of methane-powered transport is on average two times lower compared to vehicles running on traditional fuels.

The decrease in the number of CNG filling stationsData on fixed gas filling infrastructure facilities operated by core subsidiaries and entities of PJSC Gazprom. on the balance sheet resulted mainly from decommissioning and leasing.
In the reporting year, the CNG sales of the Gazprom Group entities and Gazprom Gazomotornoye ToplivoA joint venture of the Gazprom Group. through Gazprom’s own network of CNG filling stations in Russia fell to 762.1 mcm. The main reasons were lower customer business activity and rising competition.
In 2025, the Company focused on bringing in private operators by leasing out filling stations and expanding its partner network. It also promoted natural gas as a fuel by deploying mobile gas refueling trucks, enabling rapid coverage of new routes.
In 2025, subsidiaries and entities engaged in the Gazprom Group’s core activities brought gas filling infrastructure online in two Russian regions where no such facilities existed before: the Irkutsk and Kirov regions.
Programs Incentivizing Vehicle Conversion to Run on Natural Gas
PJSC Gazprom has rolled out new features in its CNG filling station loyalty programs. Individual customers and small- and medium-sized businesses can now get fuel discounts and use subsidized installment plans for vehicle conversions, with payments made through refueling.
In 2025, the People’s Fuel project converted 7,710 vehicles to run on CNG.
New loyalty programs include:
- for legal entities: Premium Benefit, First Time – First Gas, Repowering, and others (6 programs in total);
- for individuals: EcoGas Gas Discount, EcoGas Taxi, EcoGas CLUB+, and others (6 programs in total).
PJSC Gazprom continues to champion accelerated development of the gas filling network. As of December 31, 2025, there were 419 facilities engaged in commercial sales and shipments of CNG. Furthermore, in the reporting year there were 36 third-party CNG filling stations operating under franchise agreements.
In partnership with Plekhanov Russian University of Economics, the Gazprom Group carried out a study evaluating the economic and environmental benefits of switching municipal vehicle fleets in Russian regions to natural gas.
As part of this effort:
- a model program was created to help Russian regions switch municipal vehicle fleets to natural gas, complete with a set of indicators, action items, and guidance for integrating it into planning and budgeting;
- calculation models and user instructions were developed to assess economic and environmental benefits, with the models tested in the Sakhalin Region;
- proposals were made to improve the regulatory framework at regional, municipal, and federal levels, including updating several federal program documents.
To promote NGV fuel in regions with limited gasification, Gazprom Gazomotornoye Toplivo delivers CNG using mobile gas refueling trucks. This serves vehicles where stationary CNG filling stations are absent or distant.
The Gazprom Group and its subsidiaries and entities continue to expand the use of natural gas as motor fuel in their own vehicle fleets. As of December 31, 2025, the combined fleet included 24,500 natural gas vehicles. In 2025, consumption of natural gas (methane) as motor fuel by the Gazprom Group’s vehicles came in at 107.7 mcm, generating fuel savings worth of RUB 3.4 billion. Converting the vehicle fleet to NGV fuel also reduced estimated air pollutant emissions by 51,200 tons.
The Gazprom continues to collaborate with the leading automotive manufacturers to increase the number of available gas-powered models of vehicles and machinery. Simultaneously, it is exploring the use of gas in other types of transport.

The TEM18-LNG locomotive was developed for shunting and haulage operations. This model combines environmental safety with economic efficiency. Converting one of Russia’s most widely used shunting locomotives to LNG reduces fuel costs by up to 27% and service expenses by up to 37%, while also extending service life and lowering transportation costs. The locomotive modernization includes the installation of an LNG power module, an upgraded control system, digital solutions, and improved working conditions for drivers, while simultaneously enhancing operational reliability and safety. |

GazstroypromThe Gazprom Group’s associated entity. plans to convert its heavy truck fleet to LNG. The first vehicles to switch to this environmentally friendly and cost efficient cryogenic fuel will be the semi-trailer trucks used in developing the unique gas fields of PJSC Gazprom’s Yamal gas production center. The project aims to improve environmental performance and significantly optimize fuel costs over long term vehicle operation. In addition to repowering the vehicles, the Company plans to ensure reliable LNG supply logistics and, if necessary, consider building refueling infrastructure at fleet deployment locations. For the KAMAZ 65115 dump truck model, the expected economic benefit of switching to LNG is RUB 5.4 million in fuel savings over three years after the payback period. |
| Water transport | Gazprom LNG Technologies successfully operates Chaika, Russia’s first LNG powered river passenger vessel. The pilot project proved that liquefied gas is both economically and environmentally effective as a fuel for waterborne transport. The vessel operated in St. Petersburg on the route between Lakhta and Yuzhnaya Doroga (Zenit metro station), providing transport services for city visitors. During the navigation season, fuel costs amounted to RUB 5.8 million using LNG, compared to RUB 10.1 million for diesel, saving approximately RUB 4.3 million. The Company plans to scale up this experience and expand the use of NGV fuel on St. Petersburg’s water transport – including boats and ships – through relevant agreements with authorities and federal agencies. |
Openness to dialog
GBO.RF (a unified NGV industry platform), Yandex Magistrali (a cloud‑based freight management platform), and Gazprom Gazomotornoye Toplivo (Russia’s largest filling station network operator) signed an agreement enabling carriers to cut fuel costs by 30–40%. The savings come from automated logistics, lower administrative costs, and reduced fuel expenses.
Gazprom Gazomotornoye Toplivo offers special green rates for carriers with gas‑diesel or gas-only vehicles. Refueling across its network of 500 CNG stations in 70 Russian regions cuts fuel costs by 25–40% compared to diesel. Partners also get access to joint marketing programs that make switching their vehicles to NGV fuel affordable with minimal upfront investment.
