In 2025, the Gazprom Group sustained high operational efficiency, consistently fulfilling its tax liabilities and expanding cooperation with domestic manufacturers, including small and medium-sized businesses. The active deployment of innovative solutions directly enhanced Russia’s industrial and economic capacity. Concurrently, the Group maintained a strict focus on cost management, a comfortable leverage, and the expansion of its revenue base.

Tax Policy

The Gazprom consistently ranks as one of Russia’s largest taxpayers. For the reporting year, the Gazprom entities transferred RUB 3,486 billion to the Russian budget system.

In all fiscal matters, the Group ensures strict compliance with Russian legislation and adheres closely to its core corporate governance documents: Tax Strategy of PJSC Gazprom1 and Key Areas of the PJSC Gazprom Tax Policy for 2025 and the Planning Horizon of 2026–20272.

All Gazprom Group companies follow a unified approach to compliance with tax laws. PJSC Gazprom and the Gazprom Group entities independently determine their tax liabilities and bear responsibility for compliance with applicable tax laws.

Tax Monitoring

In 2025, scheduled efforts continued to transition PJSC Gazprom’s subsidiaries to the tax monitoring system, granting tax authorities direct access to tax calculation and settlement data via the Data Mart information system. An additional 21 Group participants began utilizing a unified, domestically-sourced solution to manage their interface with tax authorities.

To meet the mandatory requirements for tax monitoring participants, 97 Gazprom Group entities are integrated into Nalog-3, the tax authority’s automated information system, delivering the data required by its integration protocols.

PJSC Gazprom remains committed to deploying new IT solutions that expand its information exchange with tax authorities.

For 2026, the Group’s tax policy objectives center on upgrading the functionality of the Data Mart platform, an interface between tax monitoring participants and the tax authorities, and accelerating the broader digitalization of the tax function. Efforts will continue to focus on optimizing tax efficiency, mitigating fiscal risks, and providing strategic tax support for Gazprom’s projects and operations.
