Its development is aimed at the systematic deployment of advanced technologies and solutions that improve operational efficiency, support sustainable development and strengthen the Group’s technological leadership in the energy sector. Innovative projects also contribute to achieving national technological sovereignty.
Innovative Development Program
Approved in 2025, PJSC Gazprom’s Innovative Development Program until 2025Approved by resolution of the Board of Directors of PJSC Gazprom No. 3513 dated December 1, 2020. seeks to ensure consistent improvement of the Company’s technological and organizational capabilities. It is designed to strengthen Gazprom’s position as a global energy company and a reliable energy supplier. The Program covers the Gazprom Group’s key areas of operation — gas, oil, and power generation businesses.
One of the Program’s key principles is scaling and cascading innovative solutions and management practices from PJSC Gazprom to its subsidiaries and entities, including the development and implementation of their own programs in this area. In accordance with approved methodologies 11 subsidiaries (Gazprom Dobycha Astrakhan, Gazprom Dobycha Noyabrsk, Gazprom Dobycha Urengoy, Gazprom Dobycha Yamburg, Severneftegazprom, Gazprom Transgaz Kazan, Gazprom Transgaz Krasnodar, Gazprom Transgaz Moscow, Gazprom Transgaz Surgut, Gazprom Transgaz Tchaikovsky, and Gazprom Transgaz Yugorsk) have drafted, approved and are implementing their own innovative development programs.
The Program prioritizes technological development with a focus on improving hydrocarbon prospecting and exploration and enhancing development efficiency, including greenfield, offshore, and unconventional resources. Significant attention is also paid to technologies improving the efficiency of gas transportation and storage, hydrocarbon processing, and LNG production, as well as those expanding opportunities for gas utilisation and sales.
Key Areas of Gazprom Group’s Organizational Innovations:
- Improving the long-term forecasting system;
- UGSS feasibility modeling;
- enhancing the cost management system;
- improving the sustainability management system (including the development of energy efficiency and environmental programs);
- enhancing the corporate governance methodology;
- improving the risk management system;
- creating adaptive tools for managing investment activities;
- improving the pricing system and tariff policy;
- enhancing the innovation management system.
The Company approved the Regulation on the Introduction of Innovative Products in PJSC Gazprom, Including R&D Results, and the Regulations on Establishing the Standing Commission for Introduction of Innovative Products at PJSC Gazprom.
The commission approves programs to implement R&D results as requested by PJSC Gazprom or its subsidiaries and entities, makes decisions on entering ready-to-use innovations in the relevant register, and signs off initiatives to put innovations into action for the upcoming calendar year.
The Sustainable Development Council under the Chairman of PJSC Gazprom’s Science and Technology Council plays an important role in sustainability management. It ensures the integration of scientific and technical expertise into the Group’s development strategy, while also assessing key scientific and technical challenges facing the oil and gas industry, analyzing trends in the Russian and global energy markets, contributing to the development of long-term forecasts and the R&D policy of PJSC Gazprom, and drafting proposals on strategic development, including the substantiation of promising projects. In addition, the Sustainable Development Council prepares recommendations on the implementation of advanced technologies, innovative solutions and modern production and management techniques.

Cooperation with the Scientific Community, Universities and Business Partners
PJSC Gazprom cooperates with R&D organizations, universities and young researchers on an ongoing basis, contributing to the advancement of sector-specific sciences and the training of R&D personnel for the oil and gas industry. The Company implements educational initiatives to engage students, postgraduate researchers and young professionals in solving relevant R&D challenges, while also promoting the achievements of the Russian gas science.
The Open Science information platform of PJSC Gazprom serves as an important venue for these activities. It was developed and launched in 2021 to inform the public about the achievements and prospects of industry science, strengthen scientific cooperation, and attract researchers, developers and suppliers of innovative solutions, equipment and services designed to address R&D challenges in the oil and gas sector.
Traditional Open Science events include lectures by leading scholars and recognized experts from the oil and gas industry, master classes, scientific readings, quizzes and marathons. These events are organized as part of major industry and interdisciplinary forums and conferences, with representatives of the Company’s anchor and special partner universities taking part in them.
In 2025, St. Petersburg International Gas Forum hosted the PJSC Gazprom Open Science lecture space, which served as a venue for dialog among scientists, industry experts, students and postgraduate researchers. It offered lectures by the leading scientists from industry and academia, R&D discussions, master classes and presentations.
Each year, PJSC Gazprom organizes the R&D Contest for young scholars and professionals from its subsidiaries and entities. It is designed to engage young talents in solving scientific and technical challenges in the gas industry and developing the Company’s R&D potential. In 2025, the Contest had 86 submissions from 26 subsidiaries and entities. The participants were young professionals under the age of 35.
To foster scientific communication skills and promote sector-specific sciences, the Company annually organizes the Young Lecturer School. In the reporting year, it welcomed 15 young professionals from seven subsidiaries and entities who had won the R&D Contest in 2024. The School offered online lectures and in-person training sessions on public speaking, audience engagement techniques and effective scientific communication.
PJSC Gazprom actively engages students and postgraduate researchers from anchor and partner universities in scientific research on high priority areas for the industry. In 2025, students and postgraduate scholars received support in selecting research topics, including digital engineering of gas fields, innovative gas technologies, digitalization of field development and underground gas storage operations, studies of oil and gas reservoir systems, well workover technologies, and the development of pipeline transportation for hydrocarbon resources.
The Gazprom Group companies seek to engage scientists and research teams in developing innovative solutions for the oil and gas industry. A key tool in supporting scientific developments is an annual contest for the PJSC Gazprom Science and Technology Prize.
In 2025, the subsidiaries and entities submitted 18 projects that were subsequently brought to life. Co-contractors for submitted projects were 9 Group entities and 14 third-party organizations, while project teams featured 159 members.
Following the review process, ten projects received the 2025 PJSC Gazprom Science and Technology Prize. The economic effect from the solutions awarded the prize in the reporting year amounted to approximately RUB 43 billion.
In its collaboration with universities, the Gazprom Group pursues continuity, systemic approach, and innovations. Anchor universities create targeted R&D programs for the benefit of PJSC Gazprom. Based on such programs, the university can enter into duly executed R&D contracts that cover the topics included in the programs.
Anchor universities engaged by PJSC Gazprom undertake R&D initiatives spanning the entirety of its technological chain. Such collaborative research endeavors amplify the efficiency of technologica processes.
As part of the R&D cooperation between PJSC Gazprom and the Government of the Republic of Tatarstan, the Company, jointly with Innopolis University, runs a project to create a digital geomechanical and filtration modeling platform. The system under development is a software and methodological suite that enables users to perform advanced geomechanical, filtration and tectonic modeling, assess well integrity during operation, and design hydraulic fracturing and well injection schemes in a unified environment.
In addition, as part of cooperation with St. Petersburg State Marine Technical University, one of the Group’s anchor universities, a research project was completed in 2025 to identify the most popular shipping routes and key ports along Russia’s inland waterways for the development of LNG bunkering infrastructure. The analysis also covered government support measures to promote LNG-fueled fleets.
Power of Science Marathon
In the reporting year, PJSC Gazprom arranged a series of lectures and intellectual quizzes for school and university students under the Power of Science educational marathon. The initiative was part of the Geography festival organized by the Russian Geographical Society at Zaryadye Park. The activities aimed to promote scientific knowledge and increase young people’s interest in geography, natural resources and technologies used in the oil and gas industry.
The marathon comprised 20 events attended by more than 800 school and university students. The programme included educational lectures, interactive quizzes and discussions with experts, enabling participants to explore relevant scientific and technological topics in an accessible and engaging format.
The Gazprom Group continues to expand collaboration with Russian industrial and technology companies to drive innovative solutions, support domestic industry and increase the use of high-tech products. This cooperation focuses on joint development and deployment of new technologies, support for import substitution initiatives, and the creation of a robust ecosystem for technology partnerships.
In this context, during the 2025 St. Petersburg International Gas Forum, PJSC Gazprom signed a number of agreements to unlock the industrial potential of Russian businesses and implement joint technology projects. Among other things, the agreements concerned a strategic partnership with Sinara Group for the supply of domestically produced diesel and gas engine power plants, expansion of cooperation with Engineering and Innovation Support Center under a scaling program for technology companies, and joint data center projects with Crypto Energy.
Additionally, the Company signed R&D cooperation programs for 2025–2030 with the leading Russian metals and mining companies to develop and bring on stream innovative pipe products for use at the facilities of PJSC Gazprom. These programs provide for the expansion of the pipe product range for trunk and process pipelines, research into welding technologies and pipe weldability, and joint R&D activities, including publications and patenting of research findings.
Rafael Kantyukov plays an active role in advancing the scientific and technological foundations of the gas industry. He expertly transforms applied research into practical solutions to tackle Gazprom’s operational challenges.
Mr Kantyukov helped set up compressor equipment tests for the Power of Siberia gas trunkline. He was also a co-sponsor of a strategic project to launch domestic commercial production of pipes for next-gen gas trunklines operating at 14.7 MPa. Furthermore, he spearheaded the development and rollout of cutting- edge technology and infrastructure designed to monitor corrosion protection in gas distribution networks using short-range wireless data transmission.
Every year, Mr Kantyukov takes a leading role in developing a comprehensive program for the reconstruction and upgrade of PJSC Gazprom’s gas transportation facilities.
He actively contributes to building a network of PJSC Gazprom’s testing grounds designed to pilot Russian digital technologies, process automation systems, dispatching solutions, and production digitalization tools across the gas industry.
