Gas Infrastructure Expansion

The Gazprom Group views gas supply development and gas infrastructure expansion projects in Russian regions as its one of its key priorities.

Gas infrastructure expansion unlocks opportunities for business and industry by delivering more accessible, efficient energy. Replacement of old coal thermal power plants and boiler houses with modern gas stations helps cut atmospheric emissions and improve both environmental conditions and public health.

Russia’s preliminary gas penetration rate hit 74.7% as of January 1, 20251 – or 90.1% of what is technically achievable nationwide.

The reporting year saw 272 intersettlement gas pipelines with a total length of 3,040 km built by Gazprom Mezhregiongaz to ensure gas supplies to 59,800 houses and apartments along with 288 boiler houses in 585 localities.

gas penetration rate in Russia as of the end of 2024The gas penetration rate as of January 1, 2025 was preliminarily calculated by the Ministry of Energy of the Russian Federation and was presented at the Federal Gas Infrastructure Expansion Headquarters meeting held on February 6, 2025, in the report of Pavel Sorokin, Deputy Minister of Energy,  indicating that the finalcalculation of the gas infrastructure coverage will be presented in 2H 2025 due to the timing of data provided for calculating the gas penetration rate by regional divisions of the Federal Service for State Registration and state statistics bodies.

Gas Infrastructure Expansion Program for 2021–2025

2020 saw the gas supply and gas infrastructure expansion programs for 2021–2025 drafted and approved for 67 constituent entities of the Russian Federation. In 2022, 66 of them were updated and programs through 2025 were developed and approved for the Republic of Tatarstan, as well as the Sverdlovsk, Chelyabinsk and Kostroma Regions; the respective program for the Irkutsk Region was adjusted.

In furtherance of Clause 8 of List of Instructions of the President of the Russian Federation Vladimir PutinList of Instructions of Vladimir Putin, the President of the Russian Federation, No. Pr-914 dated May 5, 2023., Gazprom together with the executive authorities of the Republic of Buryatia, Trans-Baikal Territory, and Amur Region developed and approved the road maps for gas infrastructure expansion in Buryatia and Trans-Baikal Territory until 2032, and in Tynda Urban District until 2027. The road maps intended for Buryatia and the Trans-Baikal Territory provide for the drafting of Gas Supply Development and Gas Infrastructure Expansion Programs for 2026–2032 based on the results of the preceding activities, including work planned for 2024–2025, namely, the update, coordination, and approval of the forecast fuel and energy balances of these regions, as well as the preparation of materials for updating the Master Plans for Gas Supply Development and Gas Infrastructure Expansion.

We have strengthened our coordination with regional authorities on gas infrastructure expansion and gas supply in 2021–2025 by working more closely with regional headquarters, approving 2025 road maps, and maintaining tight oversight of social gas infrastructure expansion projects.

Gas Supply Development and Gas Infrastructure Expansion Programs in Russia for 2021–2025

In 2024, natural gas was supplied to:
  • 30.2 million flats and private houses;
  • 40,000 industrial facilities;
  • 9,800 agricultural sites
  • 385,800 utility facilities

In Memory of Those Who Died in Defense of the Fatherland

As part of its gas infrastructure expansion efforts, PJSC Gazprom connects memorial complexes throughout the country to natural gas in honor of the Fatherland’s defenders who gave their lives during the Great Patriotic War.

Following President Vladimir Putin’s decision of May 1, 2022, natural gas is supplied to memorial flames at no costIn accordance with the Federal Law On Amendments to Article 8 of the Federal Law On Gas Supply in the Russian Federation and Articles 2 and 11 of the Law of the Russian Federation On Perpetuating the Memory of Those Who Died Defending the Fatherland dated May 1, 2022..

Alongside connecting and supplying gas to these memorial flames, PJSC Gazprom provides ongoing maintenance and landscaping for the memorial sites.

Gas Infrastructure Expansion and the Clean Air Program

Under the federal Clean Air project (part of the Ecological Well-Being national project), gas is supplied to private households. Regional authorities provide targeted support to residents using compensations and financial assistance, while gas infrastructure expansion helps improve environmental conditions by reducing air pollution. Almost half  of the participating cities and townsbenefit from additional gas infrastructure
expansion.

In 2021–2024, as part of the additional gas infrastructure expansion in the cities and towns participating in the Clean Air project, more than 27,000 private households were provided with a technical possibility of being connected to gas supply, with over 18,000 households actually connected to gas.

Additional Gas Infrastructure Expansion

In the settlements with existing gas supplies, the Gazprom Group carries out further work to lay gas pipelines up to property boundaries and boiler houses of healthcare and educational facilities free of charge.

Gazprom Gazifikatsiya is a single operator responsible for gas infrastructure expansion in 73 Russian entities and the Sirius federal territory. Regional gas infrastructure expansion operators were selected for 16 constituent entities. The approved Rules of InteractionInstruction of Vladimir Putin, the President of the Russian Federation, No. Pr-2067 dated October 30, 2022.  establish how the Unified Gas Infrastructure Expansion Operator finances regional operators and independent gas distribution companies throughout the program.

Under the instruction of the President of the Russian FederationApproved by the Russian Government’s Decree No. 1550 dated September 13, 2021, the social program providing for the connection of gas equipment of citizens, healthcare and educational facilities to gas distribution networks in gassupplied localities was made permanent. The Unified Gas Infrastructure Expansion Operator concludes and performs additional gas infrastructure expansion agreements as respective requests are received.
