In building its partnerships with Russian regions, PJSC Gazprom is guided by the Regional Policy ConceptApproved by resolution of the Management Committee of OJSC Gazprom No. 32 dated May 22, 2003..
Collaboration with government authorities, the Gazprom Group implements social programs that enhance quality of life for people across its regions of operation. The Company actively cultivates charitable initiatives and encourages corporate volunteering. Through dialog with local communities, PJSC Gazprom identifies resident needs and provides assistance where it is most needed.

Agreements with regions are concluded on behalf of PJSC Gazprom to ensure interaction with regions in implementing strategic projects, strengthen friendly partnership relations, and expand business ties between PJSC Gazprom’s subsidiaries and entities with enterprises, organizations, and municipal authorities in the Russian regions. The Company interacts with regions in the area of social and economic development through
its subsidiaries and entities operating in the respective regions.

Organizational and functional transformation: regional aspect
Creating the Unified Center for Support Functions (UCSF) requires strategic selection of locations for Shared Services Centers (SSCs). This process involves comprehensive studies of several Russian regions, weighing factors like economic attractiveness, transport and IT infrastructure quality, and local workforce training levels.
The analysis also focuses on the evaluation of expected social and economic benefits for host territories, including small business development (encompassing service providers and infrastructure) and employment growth.
To attract qualified specialists and young talent to the UCSF, the Company plans to collaborate with regional universities and employment centers.
By establishing growth hubs and expanding local communities’ human resource capabilities, the UCSF contributes to sustainable territorial development.
