ISPSM Structure and Operation

PJSC Gazprom has in place the Integrated System of Process Safety Management (ISPSM) incorporated into the Group's business process management.

The ISPSM establishes a uniform procedure to manage process safety in accordance with applicable laws, latest scientific and technological solutions, and corporate requirements, while also taking into account geographic, production and other conditions characteristic of each subsidiary.

Corporate Control over Compliance with Process Safety Rules

Internal audits of compliance with legislative and corporate requirements are conducted as part of corporate control over compliance with process safety requirements at the Gazprom Group’s facilities.

Trade unions and authorized occupational safety officers from subsidiaries are in charge of public control over process safety.

Sharing best practices

The Group exchanges relevant best practices with foreign partners. In 2024, R&D working groups including CNPC, Uzbekneftegaz and SOCAR representatives discussed relevant issues. Employees take an international training program on LNG production and storage safety in Istanbul, Turkey.

Digital safety management

In 2024, to handle large data sets in process safety, the Company launched an information management system for process safety (PSIMS) and plans to digitalize all processes in the near future.

The first PSIMS stage comprises digitalization of safety monitoring, supply of personal protective equipment, and labor conditions assessment, while the second stage will cover the automation of labor conditions control, incident recording and investigation, regulatory document management, process safety training, knowledge checks and certification.

Process Safety Risk Management

Hazard and Risk Identification

PJSC Gazprom has a process safety management standard in placeSTO Gazprom 18000.1-002-2020 Integrated System of Process Safety Management. Hazard Identification and Process Safety Risk Management approved by PJSC Gazprom's order No. 37 dated January 30, 2020..

Risk management measures in process safety

The Gazprom Group manages process safety risks within the framework of the ISPSM. The risks are assessed in each subsidiary and entity. Measures are developed to mitigate key risks. Based on identified hazards and risk assessment, PJSC Gazprom, its subsidiaries and entities define process safety goals.

In 2024, the risk assessment identified no critical risks related to process safety, while revealing six material risks:

  • the risk of injury in a road accident;
  • the risk of injury as a result of exposure to extreme temperatures;
  • the risk of hazardous substances release with subsequent fire at HIFs of gas trunklines;
  • the risk of electrical (electrical arc) injury;
  • the risk of injury from aviation or rail accident;
  • the risk of injury as a result of exposure to moving, flying or rotating objects and parts.

For each risk, the Company developed management measures, response methods, and mitigants. The implementation, performance and adequacy of these measures are controlled as part of the ISPSM audit, autumn and winter preparedness inspections, targeted checks, along with administrative and production assessment of process safety compliance. Progress against action plans is evaluated when reviewing subsidiaries' annual process safety reports and business reports.

Incident Investigation

PJSC Gazprom ensures that every incident is rapidly and meticulously investigated to identify root causes and develop preventive measures. The investigation procedure is regulated by laws and a corporate standardSTO Gazprom 18000.4-008-2019 Integrated System of Process Safety Management. Analysis of Incident Root Causes. Procedure for Identification and Development of Preventive Measures approved by order of PJSC Gazprom No. 208 dated May 31, 2019 (as amended)..

To investigate an incident, PJSC Gazprom creates a committee to take a record of the circumstances of the incident, collect data about the incident and all the associated events, analyze the available materials and identified causes, and prepare an investigation report. The submitted information and findings are reviewed for completeness, accuracy, and reliability. Following the investigation, preventive measures are developed and implemented, and employees of PJSC Gazprom's structural units and branches are informed of the findings.

Participation of Personnel in Ensuring Process Safety

The Gazprom Group has adopted a procedure for informing each employee about the process safety policy and objectives, as well as about each employee's personal responsibility and contribution to the ISPSM performance and improvement. Employees receive information about the requirements of ISPSM regulations applicable to their activities, learn about the actual and potential consequences of noncompliance. Personnel are made aware of the accident investigation procedure, risks, possible process safety incidents, and the actions to be taken by employees when they occur.

To exchange best practices in process safety, the Group employees take part in annual international and Russian conferences, present reports, read lectures as part of retraining programs, and act as moderators of panel discussions. In 2024, employees presented 120 reports, gave 27 lectures, and moderated 11 discussions.

Training of the Gazprom Group personnel in process safety forms the foundation for a safe working environment and preventing accidents. Training and professional development programs have been developed for each employee category at both the Gazprom Group's internal professional training centers and specialized educational organizations.

Group employees are obliged to report any incidents to their immediate supervisor and can also do so via a trade union organization or occupational safety officers. They can submit suggestions for improving ISPSM components, questions regarding process safety, and any other information on this topic through the following communication channels:

  • by phone;
  • by e-mail;
  • by mail or courier with a “hotline” mark;
  • through a subsidiary’s or entity's intranet portal;
  • through a mobile app;
  • by an SMS message from the mobile phone or a text message via a messenger;
  • by hand to the head of the respective unit or to the relevant service.

Any employee who reports an incident or risks, or makes a proposal for safety improvement is protected from any pressure, harassment or retaliation. They may refuse to perform work in case of danger to their life and health until such danger is eliminatedSave where otherwise provided by law..

Control over Contractor’s Process Safety

This document sets forth requirements for contractors’ process safety management system, interaction procedure, role distribution and areas of responsibility of all parties at construction, reconstruction and repair
sites. A special emphasis is placed on work with potentially high risks associated with the presence of hazardous substances at assets under construction.

All contractor agreements for construction, renovation, diagnostics, maintenance, overhaul and current repair of PJSC Gazprom's facilities include mandatory process safety requirements. Technical procurement regulations also have relevant provisions, while general contractor agreements impose penalties for violations, with mandatory requirements applicable along the entire supply chain.

Safety Control

At each project stage, the contractor drafts and submits to PJSC Gazprom action plans to ensure process safety.

Measures to control contractual compliance include:

  • administrative and production control;
  • audits of contractors' safety management;
  • remote monitoring using unmanned aerial vehicles. 

In case of violations, the Company files a claim, including penalties, or, if agreed, has measures developed to improve labor conditions for an amount equivalent to the penalty.

Accidents involving contractors' employees are investigated in accordance with legal requirements. In line with their contractual obligations, contractors must analyze accident causes and design preventive  easuresAccording to STO Gazprom 18000.4-008-2019..

In 2024, two strategic sessions involving the first-line managers of key suppliers and PJSC Gazprom's operating entities were held to discuss targets, performance, priorities and future plans in process safety management. The sessions included training and round tables to exchange experience and find effective solutions enhancing process safety culture.

The Group oversees the implementation of process safety training programs for contractor employees.

The reporting year saw joint training sessions and drills held with contractors to respond to emergencies. Over 79,000 employees from 127 contractor companies of the Group took additional training on defensive driving, transport safety management for managers, specialists and drivers, dropped object prevention system, safety for HSE-2 managers and employees, analysis of accident root causes and procedures to identify them and develop preventive measures.
