To reduce accident risks, the Gazprom Group has a series of documents, including action plans to prevent workplace incidents, action plans to ensure safety at power utilities and fire safety, programs for the reconstruction and re-equipment of the Gazprom Group's facilities.
Road Safety
To mitigate the risks of road accidents, the Gazprom Group took the following measures in 2024.
- New documents were developed, including an action plan to ensure road safetyThe Comprehensive Plan of Key Measures to Prevent Road Accidents and Ensure Road Safety at Subsidiaries and Entities of PJSC Gazprom, approved by PJSC Gazprom’s administrative document No. 03-258 dated September 12, 2024., a motor vehicle safety standardSTO Gazprom 18000.2-014-2021 Motor Vehicle Safety. General Requirements for Road Safety at Subsidiaries and Entities of PJSC Gazprom, approved by decree of PJSC Gazprom No. 162 dated April 12, 2021., and guidelines with technical requirements for ensuring road safetyPJSC Gazprom’s Guidelines: Motor Vehicle Safety. Technical Requirements for Road Safety at Subsidiaries and Entities of PJSC Gazprom, approved by order No. 03-3186 of Deputy Chairmanof the Management
Committee – Head of Department at PJSC Gazprom dated November 22, 2022.. - Pilot projects to ensure road safety were launched at Gazprom Dobycha Astrakhan, Gazprom Dobycha Irkutsk, Gazprom Dobycha Orenburg, Gazprom Dobycha Urengoy, Gazprom Transgaz Krasnodar, and Gazprom Transgaz Tomsk. The projects envisage working groups made up of road safety department employees to organize preventive checks at facilities, exchange successful practices and information on traffic management.
- There were checks to ensure implementation of the Comprehensive Plan of Key Measures to Prevent Road Accidents and Ensure Road Safety, and regular analysis of violations identified with further introduction of relevant remedies.
- We introduced a system using GLONASS data to monitor vehicle traffic at subsidiaries and entities engaged in core operations, and started connection of subsidiaries and entities not engaged in core operations to the corporate GLONASS monitoring system.
- As part of PJSC Gazprom’s Labor Festival, there was an annual professional skills competition for drivers.
Digital control of roads in the North
Gazprom Neft developed a digital videoanalytics system to monitor snow-and-ice roads. This patented technology is being introduced at fields in Eastern and Western Siberia. The transport moving along snow-and-ice roads is equipped with video cameras and lidars, which use automated vision and laser scanning to create exact 3D models of road surfacing, tracing signs, locators, and borders of the auto track. This helps analyse the condition of roads in real time, identify defects and deformations, and also enhance road safety. The innovation reduces the inspection time and improves control over the condition of snowand- ice roads.
Labor Conditions Assessment
To ensure process safety at the Gazprom Group's facilities, special labor conditions assessment (SLCA) and operational labor conditions control are carried out.
The occupational health services of subsidiaries and entities organize SLCA at least once in every five yearsPursuant to Federal Law No. 426-FZ On Special Assessment of Labor Conditions dated December 28, 2013.. The expert organizations included in the relevant register identify working environment and working process factors, and assess their impact on employees.
Operational control is held annually by industrial sanitation laboratories of PJSC Gazprom’s subsidiaries and entities, and certified third-party laboratories. They identify harmful and/or hazardous workplace factors (if any) and their impact on employees' health.
SLCA across the Gazprom Group in 2024
Indicator | Number of workplaces |
---|---|
Gas business companies | 32,218 |
Gazprom Mezhregiongaz | 21,739 |
Gazprom GNP Holding | 320 |
Gazprom Neft | 12,498 |
Gazprom Energoholding | 3,908 |
Gazprom Neftekhim Salavat | 145 |
Based on SLCA and operational control, programs to improve labor conditions are developed annually, with the following steps taken:
- employees are informed about the identified harmful and/or hazardous workplace factors at production sites;
- initiatives are developed and implemented to improve working conditions, including the provision of individual and collective protective equipment;
- mandatory preliminary and periodic medical check-ups are held.
For the number of workplaces and related employees in the organizations covered by the ISPSM, see the appendix.
PJSC Gazprom actively cooperates on process safety with federal executive bodies, including Rostekhnadzor, the Ministry of Labor and Social Protection, EMERCOM of Russia, Rostrud and Social Insurance Fund. In 2024, as part of agreements with Rostekhnadzor and the Ministry of Labor and Social Protection, over 30 events were organized, with the Company engaged in drafting regulations.
