The Company implements the following programs aimed at cutting accident rate at production facilities:

  • Comprehensive Program for Reconstruction and Re-Equipment of Gas Production Facilities for 2024–2028;
  • Comprehensive Program for Reconstruction and Re-Equipment of Gas and Liquid Hydrocarbon Processing Facilities for 2024–2028Approved by resolution of the Management Committee of PJSC Gazprom No. 52 dated December 7, 2023.;
  • Comprehensive Program for Reconstruction and Re-Equipment of Gas Transportation Facilities for 2024–2028Approved by resolution of the Management Committee of PJSC Gazprom No. 36 dated September 28, 2023..

On top of that, PJSC Gazprom drafts and updates local regulations to improve process control and equipment diagnostics.

In 2020, the Company introduced a corporate standardCorporate standard STO Gazprom 18000.1-010-2020 Integrated System of Process Safety Management. Ensuring Preparedness for Emergencies at the Gazprom Group. with requirements imposed on employees trained to respond to potential emergencies at HIFs of PJSC Gazprom, its subsidiaries and entities, including requirements for emergency response training (comprehensive, group, and individual) and assessing their efficiency. To ensure occupational safety, the Gazprom Group:

  • built 18 in-house emergency rescue teams;
  • signed agreements with professional rescue teams;
  • stockpiled materials and equipment and created provisions to contain and eliminate accident consequences;
  • upgraded training and technical aids to prepare personnel for emergency response (computer simulators and training sites).

The Group upgrades and repairs equipment, conducts technical inspections, performs diagnostics and examines the industrial safety of technical devices, buildings and structures, holds personnel training in accident prevention and runs comprehensive accident response drills.

The accidents mainly resulted from stress corrosion cracking, defects of welded pipeline joints, and poor tightness of shut-off valve threaded joints.

Following the investigation of accidents and incidents and review of their root causes, the Company drafted and put in place a mitigation plan. Accident response measures are conducted in line with an action plan approved by each of the subsidiaries and entities. The plan provides for all accident breakout and development scenarios and interaction procedures while also allocating sufficient task force, materials and equipment,
funds, and engineering resources.

Fire Safety

To prevent fires at the Gazprom Group’s facilities, the Fire Safety Organizational and Technological Activities Plan was introducedApproved by order No. 03-306 of Deputy Chairman of the Management Committee and Head of Department  at PJSC Gazprom dated December 20, 2023.. In line with the Plan, the Group works to improve corporate controls, takes fire prevention measures, monitors the condition of fire-fighting systems, and holds comprehensive fire safety drills for personnel.

PJSC Gazprom identifies threats of natural fires in the regions of natural gas production and transportation, with the information promptly communicated to relevant fire-fighting units. To that end, Gazprom Space  ystems develops a fire monitoring IT service powered by space technology.

In 2024, the number of fires at PJSC Gazprom’s protected facilities went up, i.e. there were three fires occurring due to different reasons, including electrical equipment failures, faults in the fuel supply system of the vehicle’s auxiliary equipment, and vehicle electrical equipment faults. The fires resulted in no injuries.
