Mission and Strategy
PJSC Gazprom’s (the Gazprom Group’s) strategic goal is to strengthen its leading position among global energy companies by diversifying sales markets, ensuring energy security and sustainable development, improving operating efficiency and fulfilling its scientific and technical potential.
Strategic planning at PJSC Gazprom defines the development trajectories and management decisions for the entire Gazprom Group across business lines (gas, oil, power generation) and areas of operation in order to achieve the Gazprom Group’s strategic goals. Strategic planning relies on an integrated approach, a balanced set of indicators, scientific validity, efficiency and continuity in decision-making. It is continuously improved by incorporating best practices and methodologies and marrying Russia’s planning tradition with modern international approaches to strategic planning.
Operating, investment, and financial activities are planned for the medium and short term as part of the Group’s budgeting process, which involves detailing the plans and ensuring budgetary congruence for the Gazprom Group as a whole, by business line, and area of operation.
PJSC Gazprom’s Board of Directors determines reference values for corporate-level and first-level strategic target indicators (STIs) by business line at the end of a ten-year planning period. These values guide drafting of a comprehensive integrated plan — the Long-Term Development Program of PJSC Gazprom (the Gazprom Group)Approved by resolution of the Board of Directors of PJSC Gazprom No. 4117 dated September 24, 2024..

- Identifying prospective growth areas based on trends in the global and Russian energy markets and competition analysis;
- Devising growth scenarios for each Gazprom Group business line and making a list of PJSC Gazprom’s priority projects;
- Conducting financial and economic analysis of the Gazprom Group’s scenarios;
- Performing strategic risk and opportunity assessment of the Gazprom Group;
- Developing recommendations and initiatives aimed at achieving STIs and fostering PJSC Gazprom’s sustainable development.
In 2024, the Company’s Board of DirectorsResolution of the Board of Directors of PJSC Gazprom No. About the Gazprom Group 4040 dated February 7, 2024. approved proposals to consider recommendations issued by the auditor following the audit of the progress made in 2022 under the Long-Term Development Program of PJSC Gazprom (the Gazprom Group) for 2022–2031.

Link between key performance indicators (KPIs) in the realm of sustainability and the indicators used for planning PJSC Gazprom’s operations, assessing performance of the Management Committee and other executives, and incentivizing the Company’s Board of Directors
The Gazprom Group’s sustainability progress is monitored against KPIs that are used for planning the operations of PJSC Gazprom, its subsidiaries and entities. These include:
- economic profit growth (serves as a corporate-level STI and as a first-level STI for each business segment individually);
- customer satisfaction index in Russia (gas business, power generation business, NGV business); reduction in unit greenhouse gas emissions (in СО2 equivalent), including methane; average hours for all types of training per year; share of employees who participated in professional development (for blue-collar staff), skills upgrading and retraining programs; and incident frequency rate at facilities. These indicators serve as second-level STIs.
Furthermore, some sustainability KPIs (such as the Integrated KPI for Innovation, and the Total Shareholder Return) are used in assessing performance of the Management Committee and other executives, and incentivizing the Company’s Board of Directors.
In 2023, PJSC Gazprom approved the List of the Gazprom Group’s Sustainability Indicators by Order No. 354 dated September 21, 2023. This list includes the following secondlevel STIs:
- integrated indicator reflecting the share of foreign-made products purchased (gas business);
- integrated indicator reflecting the share of foreign-made products purchased (power generation business);
- customer satisfaction index (gas business);
- customer satisfaction index for the NGV fuel (gas business);
- customer satisfaction index (power generation business);
- lost time injury frequency rate.
