Environmental Policy

The Gazprom Group’s key environmental protection commitments and mechanisms are enshrined in PJSC Gazprom’s Environmental Policy(Approved by resolution of the Management Committee of OJSC Gazprom No. 21 dated May 25, 2015). They ensure environmental safety across the Company’s operations.

In its operations, PJSC Gazprom adheres to the key provisions of the precautionary principle and makes every effort to minimize its potential technogenic impact on the natural environment and to conserve rare and endangered species of flora and fauna along with unique natural areas and sites.

When planning investment projects, the Company mitigates the risks of adverse environmental impacts. Apart from that, it enhances the energy efficiency of production processes and reduces greenhouse gas (GHG) emissions. As part of investment project development, PJSC Gazprom’s experts perform a comprehensive environmental impact assessment to evaluate the baseline state of key ecosystem components and identify the most vulnerable flora and fauna species. They also devise measures to prevent disturbances to the natural balance, minimize environmental effects, and protect the environment during construction and operation of facilities. PJSC Gazprom regularly monitors permafrost and takes steps to make structures more stable and resilient.

PJSC Gazprom meets all its environmental commitments and requires that its partners and counterparties do the same. This approach enables us to ensure compliance with environmental regulations and requirements in the operations of Gazprom Group entities, both in Russia and internationally.

Environmental Protection Strategy

Within the framework of PJSC Gazprom’s EMS, the Company performs an annual assessment and analysis of significant environmental aspects and implements environmental protection programs aimed at achieving Corporate Environmental Targets. This contributes to reducing the negative environmental impact of PJSC Gazprom entities’ production activities.

Current significant environmental aspects for PJSC Gazprom entities include methane emissions into the atmosphere during gas trunkline repairs, nitrogen oxide emissions during compressor station operation, wastewater discharge, waste disposal, and environmental aspects related to investment projects.

In order to keep sustainable development on track, PJSC Gazprom carries out its Comprehensive Environmental Program for 2020–2024, which, among other things, provides for a set of measures to introduce consumption limits and adopt the best available technologies.

Environmental Management System

Since 2011, PJSC Gazprom has been using a certified EMS, designed to implement the Environmental Policy, set and reach environmental targets, manage the environmental activities of PJSC Gazprom entities, meet the commitments taken on and assess risks and opportunities.

  • Gazprom VNIIGAZ Corporate Research and Development Center for Environmental Protection and Energy Performance.

The EMS encompasses all management levels ranging from PJSC Gazprom’s Board of Directors to branches and production facilities of its subsidiaries and entities.

Structure of PJSC Gazprom’s environmental management system

PJSC Gazprom’s Coordinating Committee for Sustainable Resource Management is in charge of ensuring the efficient use of natural resources and reducing specific greenhouse gas emissions resulting from the Gazprom Group’s operations. It is led by a senior executive who oversees the performance of PJSC Gazprom’s environmental and energy management systems.

In 2024, a surveillance audit confirmed PJSC Gazprom’s EMS compliance with the Russian national standard GOST R ISO 14001-2016 and the international standard ISO 14001:2015 Environmental management systems – Requirements with guidance for use. The EMS compliance certificates are valid until December 21, 2026.

The measures completed in 2024 enabled the achievement of PJSC Gazprom's Corporate Environmental Targets for 2023–2025.

To further reduce negative environmental impact and improve the EMS, a Comprehensive Environmental Program of PJSC Gazprom for 2025–2029 was developed in 2024.

Environmental Protection Expenditures

In 2024, the Gazprom Group’s total environmental protection expenditures in Russia decreased by 8.7% year-on-year, totaling RUB 87.90 billion. The decline is attributable to lower investments in capital assets aimed at environmental protection and rational use of natural resources.

A 26.4% reduction vs. 2023 is attributable to the completion of key construction milestones of Gazprom Neft’s facilities designed for atmospheric air protection.

In 2024, the Gazprom Group’s investments were allocated as follows:
  • atmospheric air protection and climate change prevention: RUB 17,706.59 million, including RUB 15,854.81 million for the construction and reconstruction of Gazprom Neft’s fixed assets;
  • wastewater treatment: RUB 12,235.08 million, of which RUB 8,071.00 million for the construction of wastewater treatment plants and recirculated water systems;
  • protection and environmental rehabilitation of land, surface and ground water: RUB 4,546.47 million, of which RUB 3,151.88 million for land reclamation;
  • other initiatives: RUB 3,848.71 million, including RUB 1,048.50 million for waste recycling, processing, neutralization facilities, and landfills; RUB 616.82 million for the protection and reproduction of aquatic biological resources; and RUB 796.72 million for forest protection and sustainable use;
  • other: RUB 1,386.67 million.

Gazprom Neft’s investments in 2024 decreased by 32.5% to RUB 23.92 billion due to the completion of key construction milestones for the expansion of the comprehensive gas treatment unit (CGTU) and gas turbine power plant at Gazpromneft-Yamal. Of this amount, RUB 15.85 billion was allocated to the construction and reconstruction of fixed assets for atmospheric air protection at MessoyakhaneftegazJoint venture of the
Gazprom Group.
and the execution of the Gas Program (66.3%). Over RUB 5.7 billion (24%) of investments were allocated to wastewater treatment, including the construction of Biosphere biological treatment facilities.

Gazprom Neftekhim Salavat’s major hike in investments was triggered by the reconstruction of treatment facilities and the continued construction of a technical sulfur production plant, which is part of an agreement between the Russian Ministry of Natural Resources and Environment, the Federal Service for Supervision of Natural Resources (Rosprirodnadzor), the Government of Bashkortostan, and Gazprom Neftekhim Salavat.

In 2024, the Gazprom Group’s current environmental protection expenditures increased by 12.3% compared to 2023, reaching RUB 48,865.32 million. This resulted from higher costs of nature conservation services, including those associated with the preservation and restoration of lands, surface and ground water, and waste management.

Current expenditures increased across the gas, oil, and power generation business segments, which impacted the total amount for the Gazprom Group.

Traditionally, wastewater treatment costs predominated in the Gazprom Group’s current expenditures, amounting to RUB 16.94 billion, or 34.7%, in 2024.

  • RUB 10.66 billion was allocated to the protection and environmental rehabilitation of land, surface and ground water;
  • RUB 10.31 billion to waste handling;
  • RUB 7.10 billion to atmospheric air protection and climate change prevention;
  • RUB 0.75 billion to biodiversity preservation and protection of natural areas;

and RUB 3.10 billion was spent on other environmental protection activities, including environmental protection from noise, vibration, and other types of physical impact, ensuring radiation safety for the environment, alongside research and development aimed at mitigating negative environmental impact.

In 2024, the Gazprom Group transferred RUB 701.44 million to budgets of various levels as negative environmental impact fees, an 8.5% increase year-on-year. The increase is associated with higher hydrocarbon production and flaring of associated petroleum gas (APG) at Gazprom Neft’s facilities.

Excessive impact fees accounted for 56.8% of the Gazprom Group’s total negative environmental impact fees; for PJSC Gazprom entities, the share was 12.3%; for Gazprom Neft – 90.8%; for Gazprom Energoholding – 54.9%; and for Gazprom Neftekhim Salavat – 0.4%.

Payment of excessive fees resulted mostly from APG flaring at Gazprom Neft’s facilities and payments for APG and pollutant emissions.

Fees for pollutant emissions were predominant in Gazprom Energoholding’s excessive impact fees, and arose from the reclassification of a facility to Category I and a gap in the validity of permits.

Excessive payments of PJSC Gazprom entities ensued from higher natural gas processing volumes and start-up works at Gazprom Pererabotka Blagoveshchensk.

In 2024, negative environmental impact fees were predominantly paid for atmospheric air pollutant emissions (84.9%) and disposal of production and consumption waste (11.8%).

Environmental risk management measures

The Gazprom Group is consistently undertaking the following measures to mitigate natural, climate, and environmental risks:

  • developing and implementing energy efficiency and energy saving programs;
  • leveraging the most effective operating procedures adapted to various climatic conditions;
  • boosting the efficiency of gas production and transportation systems and gas transmission network operation;
  • analyzing potential adverse environmental impacts and their implications resulting from identified accidents and other emergencies; implementing activities for emergency prevention, localization, response, and impact mitigation;
  • assessing environmental damage in case of accidents and other emergencies;
  • implementing comprehensive initiatives related to the enhancement of reliability of pipeline systems, landscape stabilization, soil reclamation, and vegetation rehabilitation.

Environmental Training of Employees

8,600 employees

of Gazprom Group entities were covered by environmental training programs in 2024

The Gazprom Group runs educational projects designed to help employees understand the importance of environmental protection, climate change, and adapting the Company’s production activities to these issues. In 2024, a total of 8,600 employees received environmental training.

Traditionally, such programs include environmental training for managers and teams from environmental functions, where participants master the “Ecology. 1C-Corporate Management Systems. Environmental Protection” information system and enhance their qualifications in conducting environmental assessments. Employees of PJSC Gazprom’s subsidiaries and entities also take training in environmental management in the gas industry, where they study the functioning of the EMS and evaluate its effectiveness. A webinar on climate change and low-carbon development was created and is regularly conducted for the Gazprom Group's employees.

Additionally, distance learning opportunities are available to employees, covering various environmental topics.

To uphold and enhance the environmental management system of PJSC Gazprom, advisory workshops and training sessions are held on an annual basis. Heads of environmental functions at PJSC Gazprom’s subsidiaries, top management of PJSC Gazprom’s subsidiaries, internal auditors of PJSC Gazprom’s EMS, and staff from the Environmental Inspectorate participated in the following training sessions:

  • Procedures and Mechanisms for Non-Conformity Management within the EMS;
  • Functioning of PJSC Gazprom’s Environmental Management System in Line with GOST R ISO 14001-2016 Requirements, Including the Specific Context of Subsidiary Operations;
  • Internal Audit of the Environmental Management System.

In January 2024, PJSC Gazprom hosted a business game focused on obtaining integrated environmental permits (IEP) for Category I facilities . The event was attended by over 60 employees from 19 of the Company’s subsidiaries, as well as representatives from the Russian Ministry of Natural Resources and federal executive authorities. The business game taught participants to assess environmental and legal risks in the process of obtaining IEPs for facilities with a negative environmental impact.

PJSC Gazprom annually holds a Competition for Environmental Services and Ecologists of Subsidiaries. Based on performance in 2023, Gazprom Dobycha Yamburg was recognized as the winner among environmental departments in the Best Environmental Service category in 2024.

The winners in the Best Ecologist nomination are employees of Gazprom Dobycha Urengoy, Gazprom Transgaz Stavropol, and Gazprom Dobycha Yamburg.
