Civil Defense
In 2003, PJSC Gazprom set up its Civil Defense System to protect the Gazprom Group's staff and inventories against natural and man-made emergencies and terrorist attacks and to ensure protection of local residents and territories against natural and man-made emergencies linked to incidents and accidents at HIFs of the Gazprom Group.
Managing the civil defense system and its subsystems on the corporate level is the responsibility of the Chairman of PJSC Gazprom’s Management Committee.
On the facility level (subsidiaries and branches), managing civil defense systems falls within the remit of managers of PJSC Gazprom’s subsidiaries and branches (facilities).
Each level of the civil defense system includes:
- coordination bodies;
- standing management bodies;
- day-to-day management bodies;
- bodies responsible for evacuation;
- commissions to improve resilience amid war time emergencies.
Key Goals of the Civil Defense System
- Ensuring the readiness for action of control bodies and units, communication and alerting systems, civil defense forces and tools in place to prevent and liquidate various emergencies at the Gazprom Group's facilities and to protect the staff and inventories of the Gazprom Group's entities from hazards arising during or out of military conflicts as part of response to emergencies and military conflicts;
- interaction with control bodies and forces of the functional and territorial subsystems of the National Emergency Management System;
- warning employees of threats associated with various emergencies or arising during or out of military conflicts;
- preparation of employees for action during various emergencies and provision of training on how to protect themselves from threats arising during or out of military conflicts;
- prediction and assessment of social and economic consequences of various emergencies at the UGSS facilities;
- stockpiling, for civil defense purposes, of materials and equipment, food, medical and other items and provisioning of financial and physical resources for the purposes of liquidation of various emergencies at UGSS facilities;
- corporate control in the area of civil defense and protection against emergencies.

In 2023, PJSC Gazprom expanded its inventory of civil defense protection structures and made sure those were aligned with respective engineering and design regulations. Measures were taken to improve readiness of governance bodies and communication and alerting systems to remain fully operational in case of natural and man-made emergencies. Efforts continued to replace obsolete and expired personal protective equipment with cutting-edge alternatives made in Russia. Monitoring systems were improved to enhance safe operation of HIFs and to ensure protection of the lives and health of employees and local residents. The Group took steps to further train its emergency rescue teams and improve their access to necessary tools and equipment.
The civil defense system of PJSC Gazprom has all the necessary personnel, physical and financial resources and communication, alert and information systems. The current level of civil defense and emergency protection at Gazprom Group entities is aligned with key applicable regulations in this area. Governance bodies, teams and resources tasked with civil defense and emergency response responsibilities are fully ready to perform as needed.
