Regional Policy
Among other things, the Gazprom Group places a special focus on ensuring social responsibility, improving the quality of life of local communities, developing infrastructure in the regions where the Group operates, and expanding opportunities for raising healthy youth with sustainable values. The Group implements projects in areas essential for community advancement and unity, that is, education, healthcare, culture, and sports. Through the efforts of its large team, the Gazprom Group paves the way for a decent standard of living in Russia.
Interaction with Regions of Operation
Being a socially responsible company, the Gazprom Gazprom supports national interests. It feels an integral part of the regions where its entities operate. Through an ongoing dialogue with local communities, the Gazprom Group learns about their needs and renders support where it is most essential. Together with the government, the Group participates in social programs to improve lives in Russia, as well as in charity and volunteer projects.
Gazprom's Regional Policy ConceptApproved by resolution of the Management Committee of OJSC Gazprom No. 32 dated May 22, 2003. seeks to lay economic, legal, and organizational groundwork for the overall strategy of social and economic development of the Gazprom Group entities in the Russian regions. The gas infrastructure expansion program allows for a quality upgrade to living standards and provides an impetus for business and production growth in the regions. By opening new enterprises, expanding capacities, and building out the gas transportation system, the Gazprom Group creates new jobs and tackles the employment issue for a host of specialists.
As of December 31, 2023, the Gazprom Group had 81 agreements with Russian regions, with five of them concluded in the reporting year, namely:
- Cooperation agreement between PJSC Gazprom and the Government of the Leningrad Region for 2023–2025;
- Cooperation agreement between PJSC Gazprom and the Government of the Kirov Region;
- Agreement of intent on gas supply and gas infrastructure expansion in the Murmansk Region;
- Cooperation agreement between PJSC Gazprom and the Government of the Khanty-Mansi Autonomous Area — Yugra for 2024–2028;
- Cooperation agreement between PJSC Gazprom and the Government of the Yamal-Nenets Autonomous Area for 2024–2026;

By entering into regional agreements, the Gazprom Group confirms its commitment to addressing various social and economic tasks, thus bolstering the creation and development of infrastructure. The Group also sets the scene for stable and promising operation of the Unified Gas Supply System based on a mutually beneficial partnership with Russian regions.

Cooperation agreements with municipal administrations are in place in almost all regions across the footprint of PJSC Gazprom’s subsidiaries and entities. The agreements are aimed at ensuring cooperation with the regions within the framework of PJSC Gazprom's strategic projects, strengthening relations and expanding business ties of PJSC Gazprom’s subsidiaries and entities with enterprises, organizations, and municipal authorities in the Russian regions.
